However these comes with their limitations, lets that Google Play for example, Google does not give refunds for most Google Play purchases. Even if they do, it’s within 24 hours of your purchase.

You can only return an app or game for a refund once. If you buy it again you will not be able to get a refund.

It is impossible to keep refunding, and it is certainly not a sustainable technique for a third party Mobile Game Top Up company in the long run.
